\nSurgical procedures performed in authorized facilities must only be carried out by surgeons holding a specialty or qualification that cannot be substituted by either the general validity of a medical degree or by experience alone.
\nPractitioners who are specialists or qualified (under the former regulatory framework) in Plastic, Reconstructive and Aesthetic Surgery are thus authorized to perform all cosmetic surgery procedures.
\nIn accordance with the 2005 law on cosmetic surgery, cosmetic surgery procedures must be, and are, performed by qualified surgeons in an accredited facility.
\nThe French National Union of Plastic, Reconstructive and Aesthetic Surgery (SNCPRE) notes that around 600 surgeons in France hold the required degrees and qualifications, while around 3,000 practitioners perform cosmetic surgery procedures. Before choosing a practitioner, it is recommended to check with the Departmental Council of the Order of Physicians for the list of qualified surgeons practicing in the department.
\nCircular No. DGS/SD2B/DHOS/04/2005-576 of December 23, 2005 reiterates the characterization of cosmetic surgery: \"Case law has subjected the practice of this type of surgery to enhanced obligations of information and means.\"
\nCase law is also very clear regarding the requirement for prior and complete information on the conditions under which the procedure will be carried out.
\nA detailed information sheet about the procedure (including the risks and after-effects it may involve, even minor or rare ones, as well as any additional treatments) is usually given to the patient at the appointments preceding it.
\nThe provision of a detailed cost estimate and compliance with a mandatory 15-day reflection period ensure that the person concerned is guaranteed the ability to make an informed decision. This period cannot be shortened.
\nFacilities where cosmetic surgery procedures are performed are subject to conditions of authorization and operation. These conditions relate to material and technical organization and to the care of patients received. They may vary depending on whether the facilities are located within a healthcare establishment or not.
